The compressible sealing tape installed between the window and the exterior wall is gradually deteriorating. It is turning gray and becoming crumbly. I already had a professional come by, but they were unsure how to proceed. They suggested applying silicone over it, "although this is no longer a common practice," or alternatively leaving it as is and continuing to monitor the situation.

Does anyone else have any ideas?

If the professional is at a loss, in 99.9% of cases they are either the "contractor" or not a professional at all.

Or some things can no longer be "properly" repaired. If you break a broom handle, the carpenter might be able to glue it, but it still won’t be fully intact.
