We have the opportunity to purchase a 473 sqm (about 5,090 sq ft) plot in a new development area. Currently, we own a 120 sqm (about 1,290 sq ft) house from 2014 with two children’s rooms and a basement, and we have recently had another child.
Unfortunately, there are no larger plots available here at the moment. I am currently wondering whether a house like the one we envision can be reasonably planned on this site.
Site coverage ratio 0.38, floor area ratio 0.8, max building height 10.5 m (34 ft), max eaves height 5.5 m (18 ft). Three parking spaces need to be provided. Gable and hip roofs with slopes between 22 and 48 degrees. The plot is level with a south-facing street side.
The plan is for approximately 160 sqm (about 1,720 sq ft) of living space, including three children’s rooms, a home office, a main bathroom with a bathtub, plus a toilet with a shower on the ground floor. A garage is currently included in the plans, provided everything reasonably fits on the plot and we still have some garden space left. Basement construction is not yet decided—currently, we have a basement. Possibly an attic could be an alternative? I am uncertain about the maximum height allowances and whether this would even be feasible with two full storeys.
At the moment, our floor plan is similar to a Flair 113 with a basement. What bothers us is the extremely small toilet on the ground floor and the lack of a room on the upper floor.
I would first appreciate some general advice to help develop this idea.

A garage is currently planned if everything fits reasonably well on the plot and if we still have a little space left for a garden. The decision about the basement hasn’t been made yet—we currently have one. Possibly an attic as compensation? For that, we would need to know the reference height regulations and the ground levels. You know my 11ant basement rule, which is explained in "With or Without Basement: A Rule as a Decision-Making Tool."

@11ant Reference is always the street level. How I now get the elevations ♂ the plot is almost flat... I’m attaching a picture. These are exactly the areas we don’t understand at all and that are currently making the decision-making and idea development difficult. So, whether a design makes sense on this plot.

What would it look like?
Do you have measurements of the plot?
@ypg Do you mean just one full story and then a sloped attic or one and a half stories?
The building department said two full stories, preferably with a basement, and you have enough space.
One and a half stories are definitely out; that’s what we have now, and the sloped ceilings just interfere with the room layout.
I need to sit down and redraw our current house or make changes to what bothers us now.
The entrance area definitely needs to be larger; with three kids, space is always tight here...
Definitely three kids’ bedrooms with at least 12, preferably 14 sqm (130, 150 sq ft) each, otherwise we might as well stay here. The master bedroom should be similar; we’re happy to give up a walk-in closet or dressing room.
A walk-in pantry connected to the kitchen would be nice, and a laundry room upstairs would also be great.
As for the roof shape, we’re thinking about a gable roof. The idea was two full stories plus possibly an attic for storage as a basement substitute. As I mentioned, I have no idea how tall the attic space could actually be.
