I am new here and would like to ask if someone can explain whether it is possible to divide a semi-detached house into multiple residential units? Where is it regulated if this is allowed? What would be the procedure?

There are conditions for buying out parking spaces that, in my opinion, do not apply in purely residential areas since parking capacity must be provided there.
What is the main purpose: apartment rental, shared housing, developer offer, or self-planned property (also read all warnings about uncoordinated semi-detached house construction with the keywords Goalkeeperthread, Mitkellerer/Ohnekellerer etc.)?

I would have looked into that first as well. Where I am, the zoning plan also includes specifications on the number of dwelling units per building. So that’s where I would look first. @jojojo! Do you have a zoning plan where you are, and are there any regulations regarding the number of dwelling units?
Otherwise: From the original post, I’m not even entirely sure whether the semi-detached house is going to be newly built or already exists. Since we’re in the house building forum, I’m assuming the former for now, but the question as posed didn’t make it completely clear to me.

My brother and I built two semi-detached houses with two residential units each (so, four apartments) on two plots of land. In total, we have five parking spaces and still plenty of garden space. The plots together are about 640m² (7,000 sq ft) in size, which is rather small, and we managed to create approximately 300m² (3,230 sq ft) of living area. The upper floors are each accessed via external stairs, with the technical installations outsourced to an external room located on the boundary.
Affordable? I believe so, but others might see it differently. In retrospect, of course, it was definitely economical with interest rates below 1% and plenty of grants (KfW, etc.). This project was in Münsterland (North Rhine-Westphalia) and complied with the relevant state building regulations (one parking space per residential unit...).
