From where is the setback distance of a building measured? Assuming the eaves height is 4m (13 feet), the ridge height 10m (33 feet) with a gable roof, and the factor (Lower Saxony, WA) is 0.5. In this case, does the exterior wall need to be 2m (7 feet) from the boundary and the ridge 5m (16 feet), or must the exterior wall already be 5m (16 feet) away?

It does not matter; the differences are the same regardless of direction, A_B or B_A are equal.

Assuming we are talking about the same wall—it only has one setback distance, of course. The gable wall in the example would then have an average height of 7 m (23 feet) and would likely need to be set back 3.5 m (11.5 feet) from the boundary.

Is each point of the building considered individually, or must the structure as a whole comply with the distance based on the highest point?

Well, that would be a question for @Escroda, who hasn’t been active here for quite some time. I’ll take a guess, without any guarantee:

To simplify, you can imagine each wall virtually falling towards the boundary like a tree being felled (with the height scaled accordingly). None of the points of that wall may lie within the "offside" area ;-)

What is this about anyway: are you trying to fully comply with a setback requirement, or do you suspect someone else miscalculated to your disadvantage?

Keep in mind that this process only works if you know the reference elevation levels. Also, building regulations vary by country and can change, for example regarding the elevation weighting factor or the allowances for accessory buildings. As a layperson, it’s easy to misjudge these aspects.

Is it a decisive factor for your purchase whether you can extend by 4.12 meters (13.5 feet) in width or only by 3.98 meters (13.1 feet)?
