Not necessarily. Usually, the development plans dictate which colors you are allowed to use. Either everything is permitted, including roof shape and color, or it must be a specific white shade or a particular brick color. The goal is to achieve a consistent appearance across the area.
And yes, I also believe in choosing a base color first, which covers about 50-60% of the design of the building. Window frames then become accessories, and benches are cosmetic details. This applies to facades, interiors, clothing, and so on.
If you want to defend your unconventional choice, you can do so, but not like this:

I personally find the cappuccino color somewhat dated. It resembles plaster that has weathered over many years. It is often nicely brightened up with white window frames as accents. By the way, RAL 7016 tends to have a bluish tint… there are more attractive contrasts and colors that fit better.

Keep in mind that the new development area color standard 7016 often appears slightly bluish in sunlight. As mentioned before, RAL colors are not the same as Pantone, and especially 7016 can clash quite noticeably with other colors. Just take a walk through the nearest new development area on a sunny day and see for yourself.
