I'm reaching out here because we are somewhat desperate.
We purchased a new build at a fixed price with a detailed scope of work.
Our plot requires that the local utility company supplies the heating system, which we have to rent from them, etc. It’s inconvenient, but that’s how it is. This means that in the purchase contract, the heating system was excluded. So far, so good.
The part concerning the underfloor heating remains and will be installed. Unfortunately, in the section about the heating system that was removed, there is a crucial sentence that the builder’s installer is now referring to. It says, "The heating system will be connected with supply and return lines to the heating circuit manifolds. After the installation of the heating system and connection to the heating circuit manifolds, the underfloor heating will be filled."
The utility company does not do this. The installer now says that this is no longer covered by the house purchase and is sending us an additional cost offer.

This amount now totals 4,160€ (roughly $4,400). I just can’t believe this and am looking for expert opinions to tell me if this is a problem we have to accept and if the prices are realistic or not...

1 unit Heating circuit pump group for supply of the underfloor heating and connection to the existing buffer tank – 891.47€

Hello,
it’s obviously an unfortunate overlap, but the heating engineer is actually correct. If the municipality providing the heating does not also handle the connection of the underfloor heating manifolds, the heating engineer can charge for this service.
It was similar in my case. We have district heating. The transfer station was installed and connected on the supply side by the municipality, and everything beyond the station I had to provide and connect myself.
What I don’t understand and would question, however, is the item for the additional heating used for screed drying. Is the city’s heating system not allowed or not able to cover this part?

Thanks for the answer. I also spoke with the municipal utilities again, and they confirmed the same. They said the price is reasonable, and this connection should always be done by the same installer who also installed the underfloor heating system. That was our plan anyway.

Yes, I have also questioned the screed drying. The screed is scheduled for mid-July, and I don’t know why this would be necessary in the middle of summer.

The price is about right, including the hot water cylinder. Look forward to the electricity bill :-)

The question is, why is the hot water booster necessary? In theory, heating can also be done through the city’s central heating system.
And a rental fee of nearly 1000€ is quite a significant amount.

Yes, that’s usually about right – two people for an hour and a cartridge for demineralization.

The drainage is fine.
Charging nearly €1,000 for the supply line to the heating circuit manifold made of 1" aluminum composite pipe (3–6 m (10–20 ft)?) is quite steep... Probably due to the high material costs.

Why wouldn’t you be able to use the municipal heating system for that? Or does the timing not work out?
What kind of heater is it anyway? Or is it district heating?
