ᐅ Optimal Timing for Installing Utility Connections to a New House

We are purchasing a plot of land. The utility connections (water/sewage/electricity) still need to be installed; the pipes and cables are not yet on the property and must be laid from the immediately adjacent street to the plot.
When is the best time to carry out this utility connection?
1. Before the actual house construction?
2. After the shell construction?
3. At a later stage?
I am especially unsure regarding sewage because the exact elevation level of the house has not yet been determined.

For us, it had long been clear when the utility companies would come to install the connections to the house. I always applied a lot of pressure to ensure that all trades stuck to the construction schedule.
And although these companies often work together and nothing ever seems to be an issue, it was only after I asked as a construction layperson:
Whether the scaffolding might be somewhat obstructive during the installation of the house connections?...
that they realized they needed to remove it again for two days. Fortunately, this only affected one gable side... I only had to compensate the extra work with a case of beer.
