Good morning everyone,
I have a question about the zoning plan. What exactly does it mean?
We would like to build a duplex. Is that allowed there?
"A maximum of one dwelling unit is permitted in each residential building. A second dwelling unit may exceptionally be allowed if it is subordinate to the first unit."

Without knowing the complete development plan, the question cannot be answered. There is a lot of confusion between common language, planning law, and building regulations regarding the terms duplex, semi-detached house, single-family house, residential building, and dwelling unit.
You probably want to build, from a planning law perspective, a single house that consists of two attached residential buildings on one plot. The quoted sentence does not exclude this.

A couple of friends contacted us recently; they would like to build a semi-detached house together with us.Effectively, I see that you will need to keep looking. If you really believe you can find something faster together with the other couple, then specifically look for D or E/D designated plots. However, I think you should also consider searching for developer projects.https://www.instagram.com/11antgmxde/

A second residential unit may exceptionally be permitted if it is clearly subordinate to the first dwelling. Well, if one half is 250m² (2,690 ft²) and the other is 90m² (970 ft²), the "subordinate" condition might work.
What does the zoning plan say about semi-detached houses on separate plots? In that case, you would "only" need to acquire two adjacent plots.
Yes, that’s how I read it as well, at least for one plot of land. The interpretation of "subordinate" is certainly open to discussion.
However, I don’t see any specification regarding a semi-detached house on one plot or one semi-detached house on two plots. In the case of party wall construction (semi-detached house), it involves two residential buildings that are built attached to each other.
