ᐅ No Internet Access in the New Housing Development – DigiNetz Act?

Hi everyone,
we have the opportunity to purchase a plot for a semi-detached house soon. The plot is located in southern Bavaria, in a district of a county town with just under 20,000 residents.
During our first meeting (plot selection), it was mentioned in passing that the internet provision is not yet established or clarified. It is a new development area with 17 plots plus 2 apartment buildings.

On the BMVI website, the DigiNetz law is promoted. It states that “when developing new housing areas, the simultaneous installation of fiber optic cables is always guaranteed.”

So far, I have found out that the regional electricity provider apparently installs empty conduits for fiber optics up to the house during the development phase. However, it seems that no one intends to activate the connection.

I can’t really make sense of this. Is it still imaginable in 2021 that a new development area has no internet? What options do I have to put pressure on the city regarding this?

The law refers to passive communication infrastructure. That means, if in doubt, the municipality is required only to install fiber optic cables, nothing more.

And just throwing a roll of fiber into the street does not make a network. If the equipment isn’t connected at least up to colocation facilities, no one wants to lease or buy it. Politicians really have no clue about telecom cable installation. This is completely uncharted territory for Angela.

How is the 4G/5G reception in your area? Since buying the land in 2018, we have been waiting for our fiber optic connection (the conduit is already installed) and only moved in last week...

To be on the safe side during construction, I had Cat7 cabling installed up to the roof and am currently using it with a Zyxel LTE7480 router and a Telekom Speedbox XL contract. The Zyxel NR7101 5G is now available, but I’m holding off on getting it since LTE performance is sufficient for now.

We have a clear line of sight to a 4G/5G mast (about 2 meters (1.2 miles) away) and so far, I haven’t seen speeds below 220 Mbit/s download and 75 Mbit/s upload...

That definitely sounds like a good temporary or fallback solution. Telekom hasn’t extended its 5G network into the new development area yet. Vodafone has, though I keep in mind that Vodafone tends to deliver less bandwidth.

Has anyone had experience with FTTH through Telekom as a “custom installation”? The website advertises the connection at about €15,000 (which I find outrageous), mostly due to civil engineering work. However, if the city already has empty conduits in the ground, those might not be necessary anymore.

When I moved into my current house in 2014, there was neither cable nor fiber optics, and initially the traditional copper line offered only about 6 Mbit/s. In 2015, vectoring was upgraded to 100 Mbit/s, and in 2018 it was increased to 250 Mbit/s. Currently, the fiber optic rollout is nearing completion, so starting next month speeds of 1000 Mbit/s will be available. I see a clear trend here, although this is often communicated unclearly or not at all in the beginning. Most providers simply do not want to commit in advance.
