Has anyone here built a house without a basement on a slope? I would appreciate some pictures to get a better idea. We have an elevation difference of about 5 m (16 feet) from the street to the property boundary, which is approximately 25 m (82 feet) away, and the finished floor level (FFL) is planned to be 1.66 m (5.4 feet) above the street, with the garage 0.5 m (1.6 feet) lower.

My main goal was to show how to eliminate the nonsense with the retaining walls and save a lot of money in the process. I suspect you did not understand the site plan. That’s a shame.

The proposal from @icandoit here is almost at @Würfel* level ;-) and, aside from the wall thicknesses and resulting wall positions that still need to be confirmed, it’s ready for the next stages—draftsperson and approval stamp ;-)
In other words, you’ve already gotten something better here "for free" than what you have paid for so far (and how much was that, actually?).

The suggestion from @icandoit here almost reaches @Würfel*-level ;-) and apart from some details to clarify regarding wall thicknesses and resulting wall arrangements, it’s ready for the next steps with the draftsman and the official approval authority ;-)
So you’ve basically already gotten something better here "for free" than what you previously paid for (and how much was that exactly?). For the basic evaluation, preliminary design, building description, and cost estimate, it was 2.4k, and the building permit / planning permission application will probably be around 1k, but yes, the plan I received here is definitely better suited for the site.
