Hello,
this concerns the construction of a two-family house in Hesse. The structural engineer I hired sent me an invoice for supervision and acceptance of construction phases 1 to 4 amounting to 1,200 euros net. This was the agreed amount at the time.
The invoice was only accompanied by a certificate according to paragraph 83 section 2 HBO confirming compliant construction work. There was neither a report nor any photos included, meaning I have no evidence that he actually carried out the work. I only saw the engineer on site during the acceptance of the final construction phase because I wanted him to examine some cracks, so an appointment was arranged.
This structural engineer is also the one who prepared the structural calculations for the general contractor.
Is it common practice not to provide any documentation to support the billed services?

The checking structural engineer and the design structural engineer must never be the same person.

In my opinion, this is just a rip-off.

This is clearly a joke. The checking structural engineer is called in because of a defect, and then it turns out to be the design structural engineer from the general contractor.

He has provided his proof through the issued confirmation. What did you agree on in the contract? Was he supposed to report regularly or to monitor and confirm that everything went according to plan?
Check it off – it is confirmed that construction proceeded as planned. Requirement fulfilled by the structural engineer.

Tick it off – it’s confirmed that the construction went according to plan. This should be fulfilled by the structural engineer.

I basically agree with you.

But that is not the purpose of an independent building inspector to review their own work.

How can they confirm that construction proceeded as planned if they were never on site?

It was agreed that there would be an "inspection and acceptance," and I expected to see more than just this certificate, although I did not question it.
The structural engineer told me that he was commissioned by the general contractor to prepare the structural calculation and the thermal insulation certificate and further stated, "according to the Ordinance on Authorized Inspectors (NBVO), I am obligated to monitor the construction work with regard to structural stability," so I commissioned him under the already mentioned conditions.
