Hello, we have the opportunity to buy a house that is still under construction. It appears that a section of the dimpled membrane around the foundation is missing. Is this a significant problem?

What would be the worst consequences if the vapor barrier is missing? I will bring this up soon. Moisture penetrates the wall/insulation.

The actual basement wall and insulation should be waterproof anyway.

Would be without a basementNothing will happen at first. But over time, moisture spots will develop because the water is not being drained away. Before your landscaper fills in the area, make sure to have the gap properly closed. The already installed area clearly needs corrective work.
