Hello, we have the opportunity to buy a house that is still under construction. It appears that a section of the dimpled membrane around the foundation is missing. Is this a significant problem?

Yes, the house could collapse on itself 😉 .

No problem if you take a shovel and just insert a piece of dimpled membrane.

When I see such poor workmanship, I would definitely take a close look at the rest as well.
This situation clearly calls for an expert consultant.

Is there any water-repellent coating applied on the gray (grey) base?

Although a dimpled membrane like this is often installed "by the client" or by the landscaping contractor (and not by the general contractor or main builder), I would first ask who actually installed it...
