We are currently at the stage in our planning where we have submitted the building notification. The city now states that the terrace roof, being a separate structural element, cannot be included in the calculation of the number of floors. Inclusion is only possible if the roof is clearly part of the house structure, for example, a shed roof or extended ceiling slabs.
Since the building regulations do not allow for two full stories, we wanted to reach that value using this terrace.
Now, my question: Are there any additional options beyond the two mentioned above that would allow this to count toward the living area?
Attached are the floor plan of the ground floor and rear and side elevations.

Regarding your question about the number of stories and options, the upper floor plan is missing; sections and/or elevations are actually not really necessary.
Otherwise, just try reducing the knee wall height.
By the way: The design is not well thought out—having the sofa area as a passage room is not ideal for everyday living.
Without an upper floor, I see myself as the only reasonably qualified person to offer some input: a covered outdoor seating area remains just that and will not count fully in the building calculation. I also don’t understand why homebuilders repeatedly think that a restriction to only one full storey is an invitation to find loopholes – no, it is the explicit design intention of the local council. There is no human right to a straight-wall upper floor.

So that the terrace counts towards the number of storeys.
