Hello everyone,
Since I have no prior experience, I would like to get some general information.
Our new building will be heated using an air-to-water heat pump.
What would generally and overall be the advantages, potential savings, and costs of installing a photovoltaic system on the roof? Is it worthwhile or not?

Is it already clear whether there will be any significant changes for photovoltaic systems starting in 2021? I haven't studied the topic in detail yet, but with the VAT reduction, there should be more available capital again.
Are there any reasons to install it quickly in 2020? The house will be completed in July, and we have made preparations (4 photovoltaic cables (1x4mm2) in conduit and 16mm2 grounding cable, plus an extension of the meter cabinet, prepared for a system with two strings). The pitched roof has a 38° slope and faces south; we have not installed any skylights.

It is not clear when the cap will be lifted, but it will most likely be reached by the end of the year. The government has only announced that there will be a follow-up regulation, but it is not yet known what this will look like. The removal of the cap is part of the economic stimulus program. Measure 38.
I would act as quickly as possible. The feed-in tariff keeps decreasing.
