Here, I have read a lot about recommendations for controlled ventilation systems. After extensive research, I have concluded that the planned new energy saving regulation currently does not include any specific requirements for the installation of controlled ventilation systems, nor is this planned!!!!
The proposed energy saving regulation may specify concrete energy performance values that must be met for every new build. Each builder must or can decide for themselves how to achieve these values. For example, through controlled ventilation systems, underfloor heating, geothermal energy, district heating, external thermal insulation composite systems, thickness or density of building materials, and so on. Existing houses will not be affected.

Both the current Energy Saving Ordinance and its revision generally do not exclude the validity of DIN 1946-6. That would be quite a scandal. ;-)

Often, only a combination of measures leads to an overall economically efficient result! Best regards.

thank you for your additions. My intention was not to address experts like you, but to inform everyone else. Unfortunately, it is also stated in this forum that the new Energy Saving Ordinance (Energieeinsparverordnung) requires a mechanical ventilation system. That is actually not correct. However, if you choose very high insulation levels as part of the Energy Saving Ordinance and the building envelope becomes very airtight, then the DIN standard you mentioned applies. It specifies that a mechanical ventilation system for forced ventilation must be installed.
