ᐅ Air-to-water heat pump with enclosure: yes or no?

I have the following problem: We want to build a KfW house with an air source heat pump. Now the builder says the air source heat pump cannot be installed because the development plan requires it to be enclosed. Are there air source heat pumps that are not allowed to be installed without an enclosure? Should the builder have informed me about this?

That’s it for now... I hope to get some answers here.

Enclosures for heat pumps are completely normal, though not very common. There are specific enclosures designed to ensure proper airflow (as far as I know, those from Remko are an example).
The heat pump is not sealed in with "walls," but can even be attractively covered. Just search for heat pump enclosures online and get some inspiration.
I can’t say for sure if all heat pumps are suitable for this, but I would assume so.

Huh? The heat pump must be installed fully exposed to operate efficiently, according to the manufacturer's instructions! Everything is explained there.

As long as the airflows are not obstructed, these can be enclosed... I actually think the regulations in the building plan / planning permission are quite reasonable. Having those unattractive parts just standing around looks rather poor in many new housing developments.

Yep, that’s why there are specially designed enclosures to ensure the heat pump gets enough airflow. It can look like this:

I would just install a proper air-to-water heat pump right from the start. For example, the IDM iPUMP A2-7. It looks great and is barely audible even at full load. I don’t see any reason to need an enclosure for it, except maybe for cheaper pumps.
