Hello, I own a house built according to the 2016 Energy Saving Ordinance.
The space below the roof is used as a storage room and is accessible via a retractable ladder.
The roof is insulated with insulation placed between the rafters.
I have now read that it is mandatory to also insulate the ceiling. The ceiling joists in my case are not insulated, and I installed the walkable surface with panels myself.

Can someone confirm if this is true and provide a reference to the relevant regulation text?

As I understand it: the ceiling on the upper floor is not insulated? Only rafters with catwalks?

If the roof is insulated, then the floor, meaning your upper floor ceiling, does not need to be insulated.

The ceiling in the attic is not insulated; I have placed boards on the rafters. The attic has a drywall ceiling, with the storage room located above it.
