Are you familiar with this approach? A structural engineer from a construction company prepares the building plans for us free of charge. Coordination and discussions take place at his computer. He then provides us with a written offer for financing purposes, but we do not receive the actual plan. This way, we could potentially go to a competitor... Once the contract is signed, the plan is submitted to the local authority.

I find it understandable. He provides a service for you free of charge and does not want to make it available to the competition.

An independent architect might charge you a few dollars for the initial draft.
This varies from company to company.

Also, for example:
Kitchen 1: Sorry, we are not allowed to give out drawings or written documents.
Kitchen 2: After the initial meeting, we were handed complete documents without asking.
Fireplace: (very nice images adapted to our floor plan, with decoration and all) We only received the pictures after we verbally agreed to work with them
(besides the colorful images, also solid value for money compared to others)

You could offer to pay for the planning and have it credited towards the purchase. That way, everything is fair and straightforward.

If by "plan" you mean drawings (floor plans, sections, elevations), these would hardly help you compare offers: a more critical basis for comparison is the quantities and specifications. A house that looks similar based on pictures can have a completely different price if the scope of work varies. To avoid tricks that make an offer appear cheaper (such as omitting secondary costs or using vague terms), providing drawings when requesting quotes does not help at all.
