ᐅ How is the shell construction cost calculated for a prefabricated house?

We are building a (nearly turnkey) prefabricated house, and on the website of the state authority responsible for our building site, it states that the "building permit fee is EUR 6.50 per each started EUR 1,000 of the structural shell cost (minimum fee: EUR 50.00)." I would like to know whether we can calculate the structural shell cost ourselves or which value is used as the basis for the building permit fee in the case of prefabricated houses. Google was not able to help me with this. Thank you in advance for your assistance.
What is there to estimate? The volume with calculation proof is a mandatory part of the building permit / planning permission application, and the resulting structural shell cost must be entered by the authorized building certifier in the application form. There is nothing to estimate, especially not by the homeowner.
