Hello,

At one spot, the vapor barrier insulation has come loose. Under the roof window, the glass wool is damp, and there is moisture beneath the vapor barrier.
How can I fix this? Do I need to rebuild?

Wool out. Let it dry. Wool back in.

The drywall installer installed the insulation even though the underlay membrane was still damp. Is that okay?

It's definitely not ideal. A little moisture isn't a disaster, but if it's really wet, the only options are to replace the insulation or take a gamble.
