ᐅ Storm anchors for fence construction: Which side of the fence?

Hello, I want to build a 20-meter (65.6-foot) long wooden fence on top of an existing concrete wall. I will use prefabricated wooden panels measuring 180 x 180 cm (71 x 71 inches). The posts will be fixed with screw-on H-anchors.

Since the panels are quite dense and the wind here can be quite strong, I have been thinking about adding storm anchors. I THINK they should be installed on the side of the fence where the wind does NOT come from, to stabilize the posts through counter-pressure.

But that would place me on the neighbor’s property... and they probably won’t be happy if I want to pour 30 x 30 x 80 cm (12 x 12 x 31.5 inches) concrete foundations for the anchors over there…

Is it possible to place the storm anchors on the windward side so they “hold” the fence posts?

You can stabilize the fence either by tension or by compression. Both methods are possible. It's just a matter of the technique used.

A different point. What does the building plan / planning permission say about the maximum fence height, and what does your neighbor think about your project?

The neighbor doesn’t mind (but I would still get that in writing).

Good point about the development plan... Thanks! (I had assumed that 1.80 m (5 feet 11 inches) at the property line was acceptable)

Especially storms do not necessarily follow the usual prevailing wind direction. When they rage, wind behaves more like a point than just a rocker.
