ᐅ Window quotes as different as day and night

We have just received two quotes for windows. The building is an industrial facility undergoing renovation. There are 20 units, triple-glazed, approximately 1.60m x 1.20m (5.25 ft x 3.94 ft) including installation, white, with the same safety ratings.

Quote 1: about 35,000 Euros.
Quote 2: about 9,000 Euros.

That can’t be right? Is there some mistake? Did the second company make an error? Think again!
Quote 2 is from a German company offering windows sourced from Poland. Quote 1 is for windows made in Germany.

It will happen.

Old pessimist.
Currently, the plan is to add reveal insulation around the windows of about 4cm (1.5 inches), and the windows will be sized accordingly smaller.

Possible scenarios:
1. We might not need the reveal insulation at all for the energy efficiency regulations—this seems quite likely in my opinion. In that case, the insulation would be in vain.
2. The reveal insulation might be insufficient. This could be improved by choosing different materials or potentially compensated elsewhere according to the 40% rule.
3. The windows could be damaged during ceiling installation. Then the money would be lost—but it would be similarly lost for the tax office.
4. The windows might look out of place—which is a fate I find very unfortunate but cannot be changed anymore.

Then I’ll paint it white:
1. / 2.: Insulation will improve the values even if it misses the target — meaning it will probably still achieve at least an acceptable approximation rather than the optimum;
4.: Undivided and without battens, I see this risk as low; paint can be changed cheaply.

Regarding 1/2) No matter what you do, jamb insulation will never be mandatory. If the façade is treated as a separate measure, it must meet the overall requirements of the energy saving regulation, not for each individual brick. And under the 140% rule, even the entire façade can fall below the energy saving regulation requirements, as long as this is compensated for elsewhere.

Regarding 3) What is the issue with the tax authorities?

Edit: As far as I know, common software programs do not even offer the option to calculate the influence of jamb insulation on the U-value of the wall or window. These programs focus solely on thermal bridges, which only matter if they are consistently accounted for on each building component and followed by a detailed verification. Those, like most "energy consultants" for older buildings, who dismiss this without care and simply apply the flat 0.1 value, ultimately gain nothing from it.

So far, I have not read, seen, or understood anywhere who, how, and why a reveal insulation is required. However, both the consultant and the window installer independently insisted on 4cm (1.6 inches) of insulation, and due to time constraints and lack of better knowledge, we more or less agreed to this.

Today, two energy consultants called and offered to take a look at the situation. I think we will choose one of them and get further advice. But first, we will check the structural engineering.

I also don’t have a complete understanding of the tax office situation. It’s roughly like this: until March, provisions for deferred maintenance from the previous year can still be deducted from taxable income.

Where did you source your windows? Are there any recommended suppliers for Polish windows? I would also like to order them directly if possible or necessary, but I lack trustworthy contacts. Apart from a large sliding door, we will install everything ourselves.

The offer is from a window manufacturer in Dresden. I’m afraid they won’t travel to Baden-Württemberg for a job. I don’t know the Polish company (yet). Maybe I’ll find out more... but not today.
