ᐅ Window quotes as different as day and night

We have just received two quotes for windows. The building is an industrial facility undergoing renovation. There are 20 units, triple-glazed, approximately 1.60m x 1.20m (5.25 ft x 3.94 ft) including installation, white, with the same safety ratings.

Quote 1: about 35,000 Euros.
Quote 2: about 9,000 Euros.

That can’t be right? Is there some mistake? Did the second company make an error? Think again!
Quote 2 is from a German company offering windows sourced from Poland. Quote 1 is for windows made in Germany.

We might want to achieve a change of use, and the structural calculations will be completely newly submitted. I’m afraid we won’t be able to rely on any grandfathering provisions.

But whether everything actually needs to be insulated is still a question. A specialist will have to do the calculations. Good advice!

We probably won’t manage to preserve the industrial facade, even though we would like to. The facade is heavily damaged, and simple repairs won’t be enough. We are considering plastering everything over and at least preserving the window arches. We’ll see.

What else could the repurposed building be in the end, if not an old building? Imposing new construction requirements on it would be ridiculous, and as far as I know, there is no third classification for residential buildings.

Until now, I assumed that when renovating and converting a building, for example into residential space, the current energy-saving regulations must be complied with. Is that not the case?

The Energy Saving Ordinance is primarily intended for new constructions but also includes regulations for modifications to existing buildings. The intention is clear: no one should be forced to extensively renovate their existing home without necessity, but at least for planned measures, it should be ensured that they come close to meeting the requirements for new buildings.

The Energy Saving Ordinance therefore simply distinguishes between houses that are newly built and those that already exist but are “altered.” A change of use is considered nothing more than an “alteration.” In that case, what I mentioned above applies:

The building must meet the values of the reference building + 40% – that's it.

Mmh, this is really frustrating.
Our consultant is unwilling to look for alternatives to avoid making the windows significantly narrower. He simply wants to reduce them by 10cm (4 inches). We feel he might not be the right person for us — he mostly works on new builds. We need an expert in renovating older buildings, especially regarding energy efficiency regulations. Where can we find someone like that?

The windows are sealed from the outside with brick cladding. There is only a 1cm (0.4 inch) window frame there. Cutting into this brickwork would be crazy – unrealistic and not possible. Insulating from the inside might be possible, but according to energy efficiency standards, it would have very little effect since the cold already penetrates the wall.

It really comes down to having a very slim but highly effective reveal insulation and somewhat smaller windows, as we see it. We are now checking whether 3cm (1.2 inches) on the left and right sides will be enough using high-quality insulation materials. If anyone has material suggestions, we’re happy to hear them. We are currently looking at the Resol and Bauder boards mentioned by @dertill and searching the internet extensively.

Aside from that, the window quote from supplier 2 was not as cheap as we initially thought. He missed a few items, which we have now requested. Let’s see what comes back.

The owner would like to implement measures by the end of March so that they can be claimed for tax purposes.
