That’s not possible on the property. It’s too steep. Draw it on millimeter paper, and you will see the problem clearly.

That is an entire floor.
I would never take on such a steep driveway. It’s similar to what my parents have. Falling is inevitable.
My parents complain every winter.

Filling up in height causes enormous costs.

If it’s a bungalow, then a different plot.

On the plot, I would work with a basement. Depending on limitations and budget, plan for a stairlift, platform lift, or elevator.

The higher section is about 3 meters (10 feet).

Would you even get approval for such a fill?

So, the OP has a mobility limitation that is expected to progress and therefore wants to live on a single level; the building plot is 20 m (65 feet) from the street at the rear end; does the 3.5 m (11.5 feet) height difference (slope?) refer to this distance?; but otherwise: are we talking about a potential plot or has it already been purchased, ... ?

A bungalow like ours measures 13.5 by 10 meters (about 44 by 33 feet). You really need to draw it out to the millimeter (mm) or use graph paper to see what will fit where. I still think it’s going to be difficult.

How severe is the limitation, and how much will it increase? There are affordable options to manage stairs.

The fundamental questions are:
Is it allowed to build a bungalow?
Will the land fill be approved?
What about the driveway in winter? Snow removal and gritting.

Does the person want to leave their property only by car?
