I am planning to build a small two-story town villa in a 1 1/2-story residential area in Lower Saxony. On the south side, floor-to-ceiling windows/doors (French balconies) are also planned for the upper floor. Can anyone tell me if it is possible to build a shallow hipped roof within the requirements of a 1 1/2-story building and in connection with French balconies on the upper floor?

I think less than 75% of the living area has to be on the full story; then it counts as a half-story. Maybe ask if a nice large open space above the dining area is enough for that.

If only single-story construction is permitted, based on experience, you are not allowed to build a two-story townhouse; this, by the way, has nothing to do with attic space or floor-to-ceiling window units. A “theoretical” two-story building is also not necessarily allowed; it depends on whether a Roman I or II is marked on the development plan *and* whether there is a triangle drawn around the Roman numeral or not.
