Hello everyone,

I have a question regarding the overall construction manager.

We have signed a contract with a prefab house supplier for the construction of a timber frame house. It is a shell plus package.
The electrical work, foundation slab, as well as painting, flooring, and jointing work will be carried out by us or subcontracted by us.

For the prefab house and foundation slab trades, we will receive a specialist site manager’s declaration.

Now we are required to submit an overall construction manager’s declaration. Obviously, we don’t have one; we assumed that the prefab house manufacturer would handle this as well. This came as a surprise to us.

We have received an offer from the Association of Private Homeowners and TÜV for construction supervision. As far as I understand, this does not replace the construction management role. Can I appoint the Association of Private Homeowners as the construction manager?

What extra costs should we expect for this?

What would you recommend?

This may sound a bit blunt, but it’s not meant that way... My recommendation would be to direct these questions to the Association of Private Homeowners, as they should be able to answer them best.

Hiring an expert from the Association of Private Homeowners for critical phases of the house construction was quoted to us back in 2016 at around 300 EUR (approximately $340) per appointment (10 appointments → 3000 EUR / about $3400). But what does a complete construction management or site supervision cost?

I would assume that the Association of Private Homeowners also includes architects who bill construction supervision according to HOAI (the German scale of fees for architects and engineers). Just take the applicable construction costs, assume 75% of the architect’s fee as a worst case, then look up and calculate the service phase (Leistungsphase, LPH) for construction supervision. I believe that is LPH 7 and accounts for about one-third (33%) of the architect’s total fee. That’s roughly the order of magnitude I would expect.

However, only the party actually providing the service— in this case, the Association of Private Homeowners— can provide more precise information.
