ᐅ Staircase with OSB Substructure Instead of Concrete – More Cost-Effective?

For our house, I initially planned a concrete staircase with 40mm (1.6 inches) solid wood treads.
A carpenter has now suggested, for cost reasons, to build the substructure from OSB instead of concrete.
Does anyone have experience with OSB boards regarding noise, footstep sound, durability, etc.?
Attached is a picture showing roughly how the staircase is supposed to look (under the stairs there will be a storage room for vacuum cleaners, etc.).

I am always a bit skeptical when someone suggests a change that results in their part of a component becoming more extensive. Is this carpenter at least also a staircase builder, or does he see the staircase as just a walk-in cupboard?

Well, since the stairs aren’t visible from below, it wouldn’t matter to me... I always consider the resale or repurposing aspect in every construction project, and you wouldn’t put plastic wheel covers on a Jaguar. Simply because it reduces the value.

Yes, the carpenter is actually very specialized in stair construction. I would have associated OSB more with retail or exhibition stand construction.
