we are considering moving into my parents’/grandparents’ house, and as it often happens, there is not enough space.
Therefore, we want to build an extension of about 25m² (not basemented) and at the same time use the roof as a roof terrace for the apartment on the first floor.
My estimate:
around 4,000 € for additional costs (architect, surveying, etc.)
around 40,000 € for the extension
Cost of the roof?
Cost of a spiral staircase to the terrace?
Are these numbers realistic, and how about the other items?
PS: We are still at the very beginning of the planning and appreciate any advice.

Hmm, it might be feasible but not necessarily, as it depends on many parameters. Generally, you can build new for around 900 €/m² (around $90 per sq ft), but it can easily go up to several thousand €/m² (several hundred dollars per sq ft).
What about:
- Building permit / planning permission?
- Wall structure?
- Windows (wood, uPVC, double or triple glazing....)
- Heating system?
- Sanitary installations or kitchen? For both, you can easily spend 40,000 € (around $44,000)

Before you start thinking about potential costs, I would recommend first contacting the building planning authority responsible for your area to explore the possibilities of an extension. There you will also learn about the limits regarding a rooftop terrace.
In addition to an architect for the building permit/planning permission, you will also need a structural engineer to calculate the load-bearing capacity of the flat roof and include the existing structure in the planning. Only once you have full knowledge of all parameters can you request quotes from a general contractor or individual tradespeople.
No one here can give you a reasonable estimate without knowing the site conditions—for example, whether access is straightforward or complicated. What I can tell you is that the smaller a new extension is planned, the higher the costs per square meter tend to be. You can safely disregard the cost per square meter figures mentioned by the previous poster.

I clearly pointed out that you can’t state a fixed number, and starting at 900€/m² (if everything fits perfectly, you contribute a lot of own work, build with the cheapest materials, and ideally live in a region with low wages) is the lowest estimate—nothing less!
But as I said, it’s like looking into a crystal ball, and the project can easily become 4,000–6,000€/m² expensive.
