We received our building permit / planning permission two weeks ago. It includes a recommendation to raise the house by an additional 25 cm (10 inches), but this is only a suggestion. However, it is a bit unsettling. Currently, the plan is for the finished floor level to be 15 cm (6 inches) higher than the street level. I actually thought this would be enough. The street is about 10 m (33 feet) away and slopes down towards the opposite side of the street.
What do you think about this?

Is there no justification for the recommendation?
I consider the height ratio between the sewer line and the house drain to be more critical than that between the street level and the floor level.
As a precision worker, I would be satisfied if the rough floor level is at or above street level.

I consider the height difference between the sewer and house drain to be a more critical factor than the one between the street and the floor level.
As a surveyor, I would be satisfied if the unfinished floor slab is at or above street level.
It will usually be between fifteen and eighteen.It only says that it is recommended because of rainwater and similar reasons.
It should be noted that the plot, or rather the 10m (33 feet) in front of the house, would definitely be lower than the street, about 17cm (7 inches), adjusted to the 4m (13 feet) green strip that the city has along our property boundary next to the street.
The house would then be about 35cm (14 inches) higher from the property boundary, roughly equivalent to two steps.
We would be exactly at the neighbor’s level, including the same finished floor height.
I should also mention that to achieve these heights, I already have to raise the area for the house and later the area in front of the house by about 35cm (14 inches) above the floor slab.
If I follow the city’s recommendation, I would have to raise it by 60cm (24 inches), and then compared to the neighbor I would be standing on a hill.
