We are currently building and during our last site visit, we made our first negative observation: Our neighbor has an outdoor heat pump installation with the exhaust facing directly onto our property, partially affecting our terrace.
The distance between the heat pump outlet and our house wall is about 4 meters (13 feet). It is a Viessmann V 200. Now we have a constant humming noise that can also be heard on our balcony, which is about 6 meters (20 feet) away in a straight line.
Why would someone do this—poor planning or cheaper than an indoor installation?
Seriously, my question is: Are there any products that can help with this? I am thinking of a soundproof barrier, for example a 2-meter (6.5 feet) high wall running along the entire boundary (about 7 meters (23 feet)). What recommendations or experiences do you have?

It is interesting that there are some supporters of outdoor installation who think neighbors shouldn’t make such a fuss if one of these units is placed just a few meters next to their patio. I’ll repeat my question: why are these units then installed as far away as possible from one’s own patio, like in our case on the other side of the house?
I checked with Viessmann (manufacturer): they recommend relocating the unit if possible. Does anyone happen to know how much that might cost?
Our construction manager sees it the same way.
If that is not possible: does anyone know other ways to reduce the noise from the unit? The zoning plan allows a maximum fence height of 1.10 m (3.6 ft), but the boundary in question is hardly visible to others, and I don’t think, for example, a height of 1.60 m (5.2 ft) or similar would cause any issues...

2) Relocating depends on the new location. You might need new cables or pipes, etc. So the cost depends on the effort required. I would estimate around 500–1000€ (about 550–1100 USD).
3) Try searching online for something like "soundproof heat pump enclosure Z-Wave, -7 dB*"
It likely costs around 1,000–2,000€ (about 1,100–2,200 USD). Your neighbor should look into this.

There are quite a few reports that after installation or some time in operation, this issue may arise. In such cases, the only solution is to measure the noise level and contact the manufacturer's service.
