Is that really (your) architect or the contractor’s planner?
Paying sixteen hundred euros for added security for all the windows on one floor wouldn’t make me hesitate.
Sometimes it makes sense to equip windows on the upper floor as if they were on the ground floor, for example, if they are difficult for neighbors to see and can be easily accessed over the garage roof.
