The goal is to achieve 200sqm (2,153 sq ft) of living space plus a basement.
With a 7m (23 feet) wide detached house, can you achieve a good floor plan, or does it feel more like a townhouse? Would you recommend choosing the semi-detached option?
Considering 2.5 stories, space should not be an issue.

Even with a width of 7 meters (23 feet), you can achieve a functional floor plan for a beautiful house. However, for some, this involves compromises, while for others, it finally offers the chance to build an open, light-filled home.
In your case, I wonder whether the 3-meter (10 feet) setback from the boundary really helps. With a two- to two-and-a-half-story design, you unnecessarily lose light and space. Then if you attach a garage to one side, you won’t be able to walk around the house anymore.
Build yourselves a nice semi-detached house.

I can only personally imagine a semi-detached house. What does your neighbor want to build? It is not possible for them to build a semi-detached house while you build a single-family house, as there are issues with the setback requirements. A single-family house measuring 7 x 14 meters (23 x 46 feet) strikes me as quite narrow and elongated, unless you change the ridge direction. Whether that is likely to be approved? I have no idea.
