Hello everyone,

I have been a silent reader for some time now. Things are getting more concrete for us: the plot is reserved, a general contractor (GC) is likely found, and possibly a construction supervisor as well. In addition to the supervisor, the building documents, construction contract, and the municipality’s soil report will be reviewed by an independent expert (Dipl. Ing. Architect FH). After reviewing the documents, I will negotiate with the GC and hope that the GC accepts as many points as possible.

I have a few questions regarding the terms and content of his offer.

I have already searched the forum for prices but only found the two big providers with three and four-letter abbreviations. Their fees are around 80-100€ including VAT.
My building expert charges:

107€ net per hour
- 5% discount (He shares an office with a friend)
+ 8% overhead costs
+ 19% VAT
= 130.64€ gross per hour

He plans five on-site appointments of one hour each; any additional time will, of course, be billed accordingly.

Travel time of approximately 30 minutes each way will also be billed at the hourly rate plus mileage allowance.

No documentation after the appointments is planned. If any defects are found, he will address them directly with the site manager.

Phone calls with me, the GC, or emails will also be charged based on time spent.

I expect total costs close to 3,000€ gross for 6-7 appointments with 1.5 hours on site, review of building documents, construction contract, and property documents.

Of course, I understand that he charges for his time invested. It just sounds to me like he is billing every little detail meticulously, even though he says he will not be so meticulous.

I look forward to your opinions and suggestions for improvement.

The prices offered seem reasonable to me. The only thing I find somewhat excessive is the standard hourly rate for driving, plus the mileage allowance; that also includes overhead costs. However, it probably isn’t worth negotiating here (how many kilometers is it in total?).

With a total of 3000 euros (about 3200 USD), you have chosen a sensible budget in my opinion, allowing for additional site visits if necessary.

Creating the documentation only when truly required is very practical! I like this approach—if he doesn’t notice anything, he doesn’t have to do more work and it won’t incur extra costs. And any problems are best reported directly to your contract partner anyway.

Also, I view the meticulous billing rather positively, including for you.

Each site visit involves a distance of 50 km (31 miles).
This results in on-site costs (1.5 hours) of just under €200 gross.
From what I understand, the €0.68/km (0.42/mile) rate is subject to an additional 8% overhead plus VAT.
So, the total for the approximately 1-hour round trip would be around €170 gross.
Total costs per site visit would therefore be €370 for 1 hour of travel and 1.5 hours on-site.
I recently came across the KfW program 431.
Unfortunately, my building surveyor is not listed there.
Now I am considering getting a second offer from someone local to the construction site.
