If we have decided to build with company X or Y, at some point the contract will need to be signed. I assume that the construction company will only start planning firmly with us and the house building project after our signature, and that the excavators won’t be ready to start the next day.
First, the building permit / planning permission needs to be issued, right? How long did it take for you to get it approved? I’ve found varying information on this.
And how quickly were your builders or different companies actually ready to start construction? Was it a matter of 2 days after receiving the permit, or closer to 6 months? Or even longer?

Our developer mentioned a timeframe of 6-8 weeks. I'm curious to see if that will work out. Almost 3 weeks have passed since signing, and there is still no excavator on the site.

The time between signing the contract and measuring, and thus the start of excavation work, can vary widely. Anything between 4 or 5 weeks and 1 year or more is possible. The notice period for the building permit / planning permission is 1 month, which must pass before work can theoretically begin. Starting earlier would involve significant risks (which would, of course, be passed on to you as private clients).
However, before submitting a building permit / planning permission application, the design of the house— including floor plan, size, height, shape, etc.—must be finalized. Several calculations are also required (such as drainage and so on). This all takes time, and the clients have a major influence on that. If you don’t submit the application, nothing will happen.
We were actually very quick. The company pushed forward, and my responses and coordination took hours, not days. The floor plan (structural calculations) was exactly finalized before signing the contract.
In our case:
Signing with the general contractor: 19.04.2015 (yes, on a Sunday)
Start of preparing the permit application, clarification of open questions, etc.: 20.04.2015
Submission of building permit / planning permission: 12.05.2015
Letter from the building authority allowing us to start: 10.06.2015
Stakeout / earthworks: 11.06.2015 (this date was fixed 2 weeks earlier)
Pouring foundation slab: 12.06.2015
Start of construction work: 15.06.2015 (after letting the slab dry for 1 weekend)
House handover: 25.10.2015.
Construction time guarantee: 6 months, actual construction time: 4.5 months
For our neighbor, the period between signing and start of construction was 9 months because the construction company had no capacity for architects, etc. The construction time guarantee is not affected by that.
After signing, the plans will be created. You need to choose the fixtures and finishes while the plans are being refined. The building permit / planning permission application will be submitted after your signature. Approval can take several weeks, depending on the local authority.
This waiting time belongs to you.

The construction drawings are prepared and logistics are planned.
In our case, there was an 8-week wait between approval and the start of construction.

Priority is given to many new apartments for skilled workers.
Often, it makes sense to wait for the building permit / planning permission before starting soil surveys, detailed planning, structural engineer assessments, etc. Then, of course, the first tenders.
Even if you already have contractors lined up for the initial trades (earthworks, shell construction), I would still plan 6 to 8 weeks between the permit approval and the actual start of the project.
