ᐅ Garage base absorbs water – a defect?

Hello everyone,
I have a question. The base of my garage absorbs water when it rains (see picture).
Is this a defect or is it normal? Can the facade be damaged as a result?
I only have this issue on the west side, where the paving is directly adjacent.
On the south side, which has a gravel strip, there is no issue. The house itself is also not affected.

To identify a "culprit," more information is needed. For example, whether the paving contractor was a registered business, and what the general discussion about moisture was like.

The garden and paving were done by a landscaping company.
There was a meeting on site with the construction company and the landscaping company, where various topics were discussed.
However, moisture, base sealing, and detailed execution of the paving were not part of the conversation. As a layperson, I have to be able to rely on the companies for this.

Paving, paths, etc. are also shown in the architect’s plan.

Correction, it is not available. Only on the south side, because the garage is partly made of concrete.

That is probably it. Normally, a dimpled membrane should be installed there, between the wall and the paving.

Dimpled membrane is not a waterproofing layer, but it is still commonly used.

These are the opinions:

Garage builder says: Waterproofing is not my responsibility, I don’t know what the client plans to do around it...

Landscaping contractor says: Waterproofing is not part of my paving work, someone else has to do it...
